Using rarer mods in the transmutation process raises your chances of getting a rare mod, but it does not guarantee it. In order to transmute mods, go to the mod screen and select 4 unranked mods, then click on TRANSMUTE. A confirmation screen will pop up with the list of mods that will be used and the amount of credit that will be deducted.
